CT sex offender accused of grooming 15-year-old girl before sexually assaulting her

A Connecticut sex offender has been accused of sexually assaulting a 15-year-old a number of times after allegedly grooming her with clothing, jewelry and other gifts.

Michael Miller, 60, of Waterbury was arrested on Saturday on a warrant charging him with second-degree sexual assault, harmful communication with a minor, risk of injury to a child and failure to register as a sex offender, according to Connecticut State Police.

Miller was taken into custody after detectives with the Western District Crime Squad found him in Waterbury, state police said. He was held on a $750,000 bond and was expected to appear in Waterbury Superior Court on Monday.

According to the arrest warrant affidavit, the victim’s mother and the teen filed a complaint at the Waterbury Police Department on Oct. 21, 2025. The mother alleged to an officer that her daughter was being groomed by Miller, the warrant affidavit said.

The girl then broke down crying and said Miller allegedly had her perform sexual acts about 10 times, according to the warrant affidavit. She said the incidents occurred as he was driving his van on Route 8 in Waterbury toward the Naugatuck area and at his residence, police wrote.

The case was referred to a Waterbury detective and state police. The state police crime squad later took over the investigation.

According to the warrant affidavit, the teen underwent a forensic interview at the Child Advocacy Center in Waterbury. She told authorities that she lived with her best friend, as she and her mother had “issues” between them, which included her mother previously dating an alleged drug dealer, the warrant affidavit said. The girl described an incident when she was home from school one day and her mother’s apartment was raided, state police wrote.

The victim told police her relationship with Miller began when she would take the train to Bridgeport every day to visit her boyfriend. She said he offered her a ride home one day at the train station and she accepted it because her phone was not working properly, the warrant affidavit said.

The girl said Miller gave her a business card with his phone number and “Mike’s Taxi” written on it before dropping her off at her aunt’s home, according to the warrant affidavit. The girl said she contacted Miller multiple more times afterward for a ride to and from the train station.

She told investigators that there were no issues between them until one day when he noticed she was upset, as she and her boyfriend had just broken up, according to the warrant affidavit.

“You know I can take care of you,” the girl alleged that Miller told her, the warrant affidavit said.

The girl said she told Miller she was not interested in him but that their relationship evolved into him providing her with clothing, food and jewelry, according to the warrant affidavit. She said he would allegedly request sexual favors in return

The girl said the alleged sexual relationship began in spring 2025 when she was 15 years old, the warrant affidavit said. She described a specific incident in October when she said Miller brought her and his daughter to a bar in West Haven before they were asked to leave because she was underage, according to the warrant affidavit. The teen said Miller then brought them back to his home where he allegedly engaged in a sexual act with the girl, state police wrote in the warrant.

The girl also alleged that Miller was mentally abusive toward her, the warrant affidavit said. She said he told her he would try to convince her mother to allow her to move in with him and that he was constantly threatening to take gifts back from her, the warrant affidavit said.

The girl also described an incident where she said her cousin almost punched Miller as he demanded a kiss from the teen during a car ride, the warrant affidavit said. During a separate incident, she said Miller threatened to kill her if she contacted police, according to the warrant affidavit.

Throughout their investigation, state police said they conducted surveillance on Miller at his home and at the train station. They also found that he is required to register with the state’s Sex Offender Registry.

According to the registry, Miller was convicted of first-degree sexual assault in 1985 and released from custody in 1990.

Miller was accused of violating his registry requirements in October when he changed his address from a home on Poplar Street to Easton Avenue, the warrant affidavit said. A letter sent to the new address to verify Miller lived there was returned to the sender, state police wrote. He also allegedly had a previous violation, detectives found.

State police said they also found that Miller was arrested five times between 1985 and 2000 on charges of second-degree assault, threatening and breach of peace, the warrant affidavit said.

Investigators examined the teen’s phone and found numerous text messages between Miller and the girl between September and October 2025, the warrant affidavit said. The messages appeared to corroborate her accusations that he would supply her food, a cell phone and other gifts, state police wrote.

The messages also showed several instances where Miller was allegedly insistent on seeing the girl, including one where she told him not to come to her residence but he said he was on his way anyway, the warrant affidavit said. In another message, Miller allegedly references being at a bar with the girl where a shooting later occurred, according to the warrant affidavit.

It did not appear as though police spoke to Miller about the allegations during their investigation.

A law firm representing Miller sent a letter to police in October, though the contents of the letter were not outlined in the warrant affidavit.
