According to the Kansas Highway Patrol, the collision happened when the pedestrian, identified as Richard Hubbard, 50, from Phillipsburg, was walking north on 10th Avenue and attempted to cross US-54 highway. At that moment, a semitrailer traveling westbound on US-54 struck Hubbard. Emergency responders arrived at the scene promptly, and Hubbard was transported to an area hospital. Despite the efforts of medical personnel, he was pronounced dead upon arrival.
