Clinton Payne and Katharine (Waldner) Payne welcomed their son Lloyd Edwin Payne into the world on June 23, 1920 in Faulk County, South Dakota. In 1939, he received his diploma from Faulkton High School after having completed his elementary education at Onaka.
During the month of August in 1944, he chose to join the United States Army. Over the course of his service, he was stationed at Camp Crowder in Missouri, and he also had brief stints in the islands of Hawaii and the Philippines, as well as a brief tour in Japan. In the month of August in 1946, Lloyd was discharged with honour.
He graduated from San Diego State University in Brookings with a Bachelor of Science degree in civil engineering in the year 1950. Beginning in 1952 and continuing until 1968, he was employed for the Boeing Company in Wichita, Kansas. During that period, he went back to the Payne Family Farm, which is located in Spring Township, Hand County, to the southwest of Orient. Farming was something he enjoyed doing, and he was fond of assisting his neighbours in the neighbourhood with tasks such as gathering lucerne seeds and baling hay
