Who is Roy Richter?
Roy T. Richter, recently concluding his illustrious 33-year tenure within the New York City Police Department as a Deputy Inspector, has embarked on a well-deserved retirement. In his final dozen years of service, he assumed the pivotal role of President at the NYPD Captains Endowment Association, an organization dedicated to representing the 750 highest-ranking uniformed officers from Captain to Deputy Chief within the NYPD.
An accomplished attorney, Roy has made substantial contributions to the NYPD’s achievements throughout the past three decades, having undertaken diverse roles spanning patrol, investigation, and legal affairs units within the Police Department.
In his capacity as a labor leader, he spearheaded coalitions that skillfully negotiated multi-year collective bargaining agreements, bolstered pension benefits, championed legislative initiatives benefiting his constituents, expanded health insurance coverage, and significantly fortified the sustainability of the New York City retirement system.
