Carl A. Winquist Obituary, Death – Revoboroth, MA Chief Carl A. Winquist, EPPD, ret., 83, of Barrington died at home on September 13, 2023, surrounded by family after a gallant battle with cancer. Norma A. (Barricelli) Winquist, their nearly 50-year-old wife, and Brian M. Winquist, their infant son, died Parents Dr. Charles and Jennie (Pigeon) Winquist had him in Providence. Married Maria D. Winquist loved him.
Carl joined East Providence Police after graduating high school. He became Patrolman on September 4, 1962, and rose through the ranks. Promotions: Sergeant 1970, Lieutenant 1974, Captain 1985, and Deputy Chief 1990. He wanted to retire after becoming Deputy Chief, but department and city officials encouraged him to become Chief. Police chief retired on January 5, 1996, after serving since February 1991.
He earned an associate degree in criminal justice from Bryant University and many distinctions over his 33-year tenure. He was respected as a leader and “cops cop.” A determined detective, he solved several complex and brutal crimes. He took over the department while officer morale was at an all-time low. He transformed the department and restored its reputation by dedicating himself to duty and caring for his colleagues and the East Providence community.
After retiring from police, Carl may build homes and enterprises. Small part-time business grew to over a dozen individuals. C&P Realty, Winquist Construction Company, and Winquist Realty built hundreds of homes and businesses in RI, MA, and NH for 30 years until his death. Selling quality homes at fair prices was his expertise. He was proud of his East Providence and international property development. He leaves his daughter Lynn Winquist of Barrington, son Col. Michael Winquist, Police Chief, City of Cranston, and his wife Andrea of Barrington, sister Ellen Brooks of East Providence, nephew David Marsella of Buckeye AZ, and grandsons Cameron Rodrigues (fiancé Sara) of East Providence and Dane Winquist He leaves stepson Robert Papp (Marissa) of Coventry, stepgrandchildren Charlie and Jude, and brother-in-law Mihai Vancea.
