Theodore P. Conner was involved in the incident while trying to cross the southbound lanes of the road, as reported by Peoria County Coroner Jamie Harwood, referencing accounts from witnesses. He was declared dead at the scene. Emergency services were alerted at approximately 6:20 p.m. on Saturday to the intersection of Willow Knolls and Allen.
