CyberTip leads to arrest of CT man accused of possession of child sexual abuse materials

A Madison man has been accused of possessing child sexual abuse materials following an extensive investigation in Guilford.

The Guilford Police Department received a CyberTip from the National Center for Missing and Exploited Children on Oct. 1, 2024, about an individual who was suspected of possessing child sexual abuse material, according to police.

Police executed a search and seizure warrant at a residence in Madison on Jan. 7, 2025. According to police, numerous electronic devices were seized.

Following an extensive investigation, Guilford detectives obtained an arrest warrant charging 78-year-old Kenneth Sloan of Madison with second-degree possession of child sexual abuse material, police said.

Sloan was arrested on Feb. 26, 2026. He was held on a $50,000 bond and was scheduled to appear in New Haven Superior Court.

“The Guilford Police Department is a member of the Internet Crimes Against Children Task Force, a nationwide network of federal, state, and local law enforcement agencies dedicated to investigating, prosecuting, and preventing technology-facilitated child exploitation,” the department said in a release.

“Through the ICAC Task Force, agencies receive specialized training, forensic resources, investigative support, and coordination assistance to identify offenders, rescue victims, and hold those responsible accountable. The Guilford Police Department regularly collaborates with affiliated agencies in conducting these complex investigations.

“Cyber investigations require an extensive amount of investigative time, effort, and patience” the department said. “The Guilford Police Department remains committed to completing these investigations in a timely and thorough manner in order to keep Guilford and surrounding communities safe from these and related criminal activities.”

The investigation was conducted by the Guilford Police Department with assistance from the Madison, Wallingford, Westport and New Britain Police Departments, Homeland Security Investigations, the Connecticut Forensic Science Laboratory and the New Haven State’s Attorney’s Office.
