At around 5:22 in the morning, the authorities responded to a complaint that was received from the Contra Costa County Fire Protection District, as stated in the reports. In Antioch, the 600 block of East 18th Street was the location where the deceased male was found inside a car that had been parked. The complaint was concerning the discovery of the body.
Following the discovery of Frank James inside the parked vehicle, where he had been shot at least once, the cops went to investigate the situation. They made the discovery of him once they arrived at the site where they were investigating. It was found that James had passed dead at the scene of the accident, despite the fact that there were many who attempted to provide him with medical treatment.
