CT man accused of shooting dog in home arrested again after ‘standoff’ with police

A man accused of shooting a dog in a Dec. 10 domestic incident has been arrested again following what police termed a weekend “standoff” at this home, police said.

Norwalk officers went to the home on Old Saugatuck Road Saturday just before 3:30 p.m. after receiving a report of a domestic dispute, police said.

Officers interviewed the alleged victim, who reported that Jeffrey Vigil was “violating an active no contact protective order,” police said. Vigil was charged last week by the Norwalk Police Department with criminal possession of a firearm, criminal violation of a restraining order and disorderly conduct.

In the Saturday incident, the victim reported Vigil changed the locks to the home and instructed the victim not to return or contact police, police said.

“Officers were unable to account for Vigil’s firearms which he was required to surrender under the protective order,” police said in a statement. “Officers responded to the residence in an attempt to make contact with Vigil; however, he refused to exit the home or communicate with officers. Due to Vigil’s prior discharge of a firearm inside the residence on December 10 and the belief that multiple firearms remained unaccounted for within the home, the Norwalk Police Emergency Services Unit and Crisis Negotiators were requested to respond to the scene.”

While the crisis negotiators made numerous attempts to establish “communication with Vigil and encouraged him to surrender peacefully,” patrol officers applied for and obtained an arrest warrant for Vigil and a search warrant for the home, police said.

“Despite continued negotiation efforts, Vigil repeatedly refused to surrender, yelled at officers, and remained inside the home,” police said. “Due to his actions and the potential presence of firearms, members of the Emergency Services Unit used multiple tactics in an effort to have Vigil safely exit the residence. When those efforts were unsuccessful, Emergency Services Unit members entered the home.”

Vigil was found on the second floor of the home and was taken into custody at about 12:05 a.m. without further incident, police said.

After Vigil’s arrest, the officers did a search of the home pursuant to the search warrant and allegedly found a large quantity of ammunition.

Vigil is charged with two counts of violation of a standing criminal protective order and criminal lock out, police said. He is due in court Monday.

The large brown pit bull that was suffering from a gunshot wound to the shoulder was treated on scene last week by officers and taken to the VCA Veterinary Referral and Emergency Center, where it was reported to be in stable condition.
